In general, the process of family reunification depends on your residency status in Germany.

Those that are not considered immediate family generally cannot come through the family reunification process. There is an exception that is only very rarely granted and only given when you can proof that you extended family is under a sever humanitarian crisis and depended, for example for medical reasons, on you. You should consult a lawyer before applying for this.
