My wife has recently gotten a 3-year residence permit under Section 25.3. She has also completed a degree here in Germany. I would like to know if the University degree makes her qualify for permanent residence in 2years similar to researchers and others who can get PR early.

Those with a so-called “ban on deportation” residence must have had a residence permit for at least 5 years, the duration of your asylum procedure included. Unfortunately, only those who hold a residence title as refugees, researchers, skilled workers or have a Blue Card can receive a permanent residence faster.
