There are quite a few ways to go about this. One is you can apply a visa for skilled workers or blue card to enter Germany and work with a company to gain some experience and then eventually start your own project. The requirement, among others are a recognized qualification and a contract from a company to apply for this type of visa. You can also think about coming to Germany on a freelancing visa and start your own company. For this you would already have to have a project plan and the financial means.

There are some financial scholarships such as the on in Niedersachsen, however, I am not sure if one outside of Germany can apply. I would need to double check this and get back to you. What municipalities are best for starting such a business, really depends. There are large German companies such as Bosch who work in this field.
