Dear reader, 

I have legally came to Germany, actually in the evacuation process from Afghanistan.

it’s been a year now, I haven’t received my 3 years resident permit card as my other colleagues have. 
i have my Fiktionsbescheiningung valid for 6 months. 
As I know, one must legally stay for 8 years in Germany in order to apply for naturalization. 

i would like to know, if this one year which I have stayed in Germany is countable for naturalization or not? Or the count of years start when i get my 3 years resident permit card.

I am sorry to hear that you still haven't received your residence permit card. I assume you already reached out to the foreigners department. Did you ordered the card at the foreigners department and might move, so the card went to your old place? Actually, the print of the card can take up to 3 months, sometimes longer. Depending on when you applied for it, you might want to check in again.
You are very correct. To be eligible for a naturalization you will need to proof at least 8 years of legal stay in Germany. You can read more about the requirements on our website: https://handbookgermany.de/en/citizenship
Your time until now should count in to that time but can also depending on your case worker in the future. You can reach out to a migration councelling center to check all your options. They can also help you to reach out to the foreigners department to follow up with your residence permit card.
