This is the website of Bundesagentur für Arbeit (Federal Employment Agency), they offer a personal consultation for people with disabilitis. The site is unfortunately only in German but maybe you can use a translator. https://www.arbeitsagentur.de/menschen-mit-behinderungen/servicetelefon-fuer-menschen-mit-hoerbeeintraechtigungen This is the information about a service hotline for people with hearing impairments. I don't know if and which jobcenter offers the service in English.
