In my research, I have encountered conflicting information about the eligibility of bringing parents to Germany based on the issuance date of the residence permit. Some sources suggest that only individuals receiving their residence permits after March 2024 are eligible to bring their parents. I am seeking clarification on this matter and would appreciate any information you can provide regarding the specific criteria and timeline for family reunification in my case.

Unfortunately, your research is correct. With the new law about skilled workers coming into force soon, only Blue Cards issued after March 2024 are eligible to sponsor their parents (in-law). I am sorry that I have no better news. On Handbook Germany, you can follow up the new regulations and changes for the blue card.

Since your parents are in Afghanistan and the current situation is very difficult for many, some federal states (Berlin/Brandenburg, Hessen, Thüringen & Bremen) developed a federal admission program, where family members who are living in one of those federal states can apply to relocate their family.
