German citizenship for elderly couple

I am contacting you on behalf of my parents 
Mr Mohammad  having Afghanistan Passport 

Mrs Fatemeh having   Afghanistan Passport 

They want to get help about the possibility of applying for German citizenship. 
They are living in Essen and have been living in Germany since 2017. 
After applying for asylum they have been given 1 year residence permit followed by a two year permit and since then each two years they extend their permit. a residence permit was granted according to §25 AufenthG
Because of their age they both do not work and just going to Language course A1.My father is retired and gets retirement helps and my mother gets payments from job center.
I am wondering are they eligible to apply for citizenship or permanent residence due to their age? if so, how is the process and where should they apply? 
My father has AOK insurance and my mother has KKH insurance. 

 

Any help and guidance will be much appreciated

Hello mahdidasht, thank you for asking your question on our platform and for all the information.
What requirements your parents need to fulfill for a permanent residence permit or naturalization depends on their residence status. You mentioned that they have a residence status according to §25 AufentG (residency law). Unfortunately, there is more then one residence status that falls under §25 AufentG. As you mentioned your parents already fulfill some requirements such as having health insurance. Among other requirements your parents must show that they have paid into the state pension fund for 60months or more. The amount does not matter. A general requirement is also to have completed the orientation course and have B2 level of German. This can often be a hurdle for elderly people. Sometimes there are exceptions to these rules, especially if your parents are ill and because of their illness cannot fulfill these requirements. I would recommend that your parents seek out migration counselling. At the counselling centre they can discuss the options they have to secure a permanent residence title. It would be a good idea to accompany them to the counselling session, are you currently in Germany?
If it is difficult for your parents to make an appointment. I can also help with that, please let me know what languages your parents can speak, and I can try to refer them to a place in Essen.

Thanks for your comprehensive response.

I think both my parents had ''National ban on deportation'' for 1 year initially, then for two years it has been extended.
Both lived in Germany for over 5 years now.
I am in UK unfortunately can not come to Germany in near future.
My parents speak Persian (Dari).
If you can arrange an appointment at counselling centre in Essen that would be great. I will inform them to bring all the necessary document to the office.
