But as they transferred my father’s college's sons and were also above 18
My family live in Bonn of Germany and they learn Dutch language

unfortunately I can't tell you how your father's colleague managed to transfer his son, since I have no specific information about their case.
the only possible explanation I have, is that he applied for the whole family, once he was still in Afghanistan himself.
back then (3 years ago), there was a temporary law, enabling the German local staff to apply for their whole family (including children over 18, in case they are single and live with the family in one house). some people managed to get visa for their children like this. but even back then, many cases were rejected.

in your case, your parents came to Germany without you, and you are not single. I'm afraid, but it's not possible for your father to apply the family reunification for you.
