Hello,

I am from Afghanistan (Aufenthaltserlaubnis) holder with ( Anmerkungen 25 Abs.3 ), I got married outside Germany in UAE, and my husband is also residing in Dubai. With the type of residence permit that I have, I would like to know if I can apply to reunite with my husband in Germany. If so, how long will the entire process take for the spouse visa application and or is there any particular program for Afghan nationals residing in Germany to reunite with their families?

If I understand correctly, you have a residence permit with a national ban on deportation (§25, para. 3). Would you like to share how long it is valid?
Generally, it is unfortunately very difficult to apply for family reunification with a residence permit §25, 3. There must be humanitarian reasons and they must be proven. For example, an illness that only you can take care of as the only family member or a significant threat. It is recommended that you contact a migration counseling center in your area. They can take a closer look at your situation and show you possibilities.
