Hi I am an American. I have a child from a naturalized German Citizen. He was already a German Citizen when my child was born. We were never married or lived together. He verbally acknowledges he is her father. She has his name on her passport. He has never paid child support. He is in her life intermittently. I want my child to have a German citizenship. I am unable to reach him at times and I don't know if he will be willing to process it for her. I don't know if he has registered her as his child in Germany. Is there a way for me able to do this for her without his support? Can I claim child support? My daughter is 14 years old?

She has his name on her American Passport and birth certificate. For minor children the U.S. requires for both parents to be present for passport renewal or an official form filled by the father consenting the renewal We have been renewing her passport with an official document authorized in Germany stating he is the father and he gave consent. Can I use that document to verify he is the father?
