I guess when we come to Germany with a language learning visa, a 6-month or a 1-year visa period is given.
When we reached intermediate or good level and take a certificate (Goethe, Telc, B1-B2-C1... ) so as if we get a success from language course / language learning.
After getting language certificate If we find a job before the visa expires, will we be able to apply to the Immigration Office to start a work. It is possible to convert the language visa to a work visa while we were still in Germany? Or we have to go back to Turkey (my country) and apply for a work visa from there from the beginning as a new procedure started? Are there any changes for this situation in the new law?

What I have understood about your situation is, that you are currently holding a visa (according §16f AufenthG) for a language course. Now you would like to know about the possibility to change your current status in to a work permit with your local foreigners department because you received a job offer/contract. And whether it will be possible to change your residence at the foreigners department in Germany. Is that correct?

Actually, a change of purpose from a permit according §16f to a work permit (§18 AufenthG) - if you successfully finished your language course and match all the necessary requirements - is already possible. However, it is important to know, that this is at the discretion of the responsible case worker at the foreigners department because there is currently no law for such a case. Even with the new "Fachkräfteeinwanderungsgesetz", we couldn't find that this case is mentioned specifically.
