I am an Airworthiness inspector I have more than 20 years in aviation I have more than 35 course in aviation engineering  I want to have work permit in Germany

To get a work permit, you must be considered as a skilled worker. https://handbookgermany.de/en/recognition
If your degree/qualifications is/are already recognized, you will need to apply for jobs: https://handbookgermany.de/en/jobsearch-and-application
As soon as you receive a work contract/job offer, you are able to apply for a work permit at your local German embassy/consulate.
