Hello Ghawsullah first of all: Congratulation on your engagement!

If I understood you correctly, you are a German citizen, yes? Then you have different options, as far as I see it. You can either marry abroad and your partner will relocate through the family reunification process by applying for a visa at a German embassy. Or your partner can get a visa to get married in Germany.
Do you have a permanent place of residency in Germany? You can contact the civil registry office there if you want to get married there. If you don't have a place of residency, I found this information on the website of the Ministry of Foreign Affairs:
You contact the civil registry office where you plan to marry. They will let you know what documents both of you will have to present in order to get married. Then you file your application there with all the necessary documents. As soon as the registry office has certified the registration of the marriage, any necessary visa can be applied for at a German embassy abroad.
You write that you are in Afghanistan at the moment. The embassy in Kabul is closed, so your partner will have to apply for a visa in a neighbouring country. This can be tricky, because it is not easy to leave the country.
Also, the partners need to prove that they know German on a basic level to get a visa. It is a problem currently in AFG considering that the schools are closed. The embassy might make an exception in that case, but I cannot say for sure. The safest way would be to try to learn by yourself for example doing online courses. Then at least you can show the embassy that you tried against all odds.

This is the link for the information above (sorry, it's only in German unfortunately): https://www.auswaertiges-amt.de/de/service/fragenkatalog-node/-/606794?…

Ghawsullah thank you for the additional information.
So far I have been answering your question by describing the legal process of family reunification. Is that the info you need? If I am missing some important points, please let me know and I will answer them afterwards.
As a German citizen, you can return to Germany. There are no specific rules to follow. Do you have an opportunity to leave Afghanistan and come to Germany? Our latest info is that German citizens can register on these two sites of the German Foreign Office to ask for help: afg.diplo.de and elefand.diplo.de
It can take a while untill you get a reply, unfortunately. The only other organisation I know and can recommend is Luftbrücke Kabul. Have you ever contacted them?
