I am graduated from university and want to start Programming University or Ausbildung but I can not find any Ausbildung or a way to start university here.

I understand that you would like to find a university or vocational program in IT. First of all it is important to check if you are eligible to start a university program, for this you will need to have a so called “"Hochschulzugangsberechtigung" this usually means that you have to provide proof that you are able to study at a university the requirements vary slightly according to what university you want to apply for. If you do not yet have this eligibility then you will need to take a course (Studienkolleg).
You mentioned you already have a degree from a university this might be enough. However, you should get this approved. You can contact the https://stadt.muenchen.de/en/info/Integration-counseling-ibz.html. You can call them and make an appointment, they can help you or refer you to a place that can guide you. For the appointment please bring your ID and any certificates that you might have from you school and university.
